Conejo Recreation and Arts District and Hillcrest Center for the Arts
The Conejo Recreation and Park District administrative offices and the Hillcrest Center for the Arts, located at 401 and 403 West Hillcrest Drive in Thousand Oaks, occupy the city’s first civic center and city hall building. Constructed in 1973 on land donated by the Janss Family, the complex served as the primary seat of government for the City of Thousand Oaks during its early years. The building was designed by architect Robert Mason Houvener, whose modern civic design was selected through a national competition.
The property was designated as City of Thousand Oaks Historical Landmark No. 10 on April 8, 1997, recognizing its significance as the city’s original civic center. After city offices relocated, the building was repurposed for community use, including arts and recreation programming. In 2026, the Conejo Recreation and Park District purchased the property from the City of Thousand Oaks and continues to operate it as an administrative and cultural facility.
